Promenade at Wayzata
Overview
In 2007, the City of Wayzata and Presbyterian Homes partnered with the Minnehaha Creek Watershed District (MCWD) to develop a plan for stormwater management for the redevelopment of the Wayzata Bay Center. The project was implemented in three phases and involved the installation of underground infiltration systems to treat runoff, new and expanded underground stormwater treatment basins, green roofs to replace impervious surfaces, and the use of hydronic snowmelt tubing.
In 2008, at the request of Presbyterian Homes, the District, the City of Wayzata and several consulting firms participated in a value engineering study to explore innovative and cost-beneficial means to managing stormwater within this complex redevelopment. Ultimately Presbyterian Homes developed a stormwater management plan that exceeded the City of Wayzata and MCWD’s regulatory requirements, which resulted in MCWD entering into a cost-share agreement with Presbyterian Homes to fund 50% of the stormwater management that exceeded regulatory requirements.

Project Highlights
- Hydronic snowmelt tubing installed to eliminate the need for winter salt application
- Replaced over an acre of impervious with new green roof
- Increased capacity for runoff during major storm events
- Reducing volume of water discharged off the site
This project will continue to benefit the City of Wayzata and the Lake Minnetonka area in many ways for years to come, including stormwater management.”

Partnership
To complete the Promenade in Wayzata, MCWD partnered with local developer, Presbyterian Homes. Presbyterian Homes developed a stormwater management plan that exceeded the regulatory requirements of both the City of Wayzata and MCWD. Therefore, MCWD entered into a cost-share agreement with Presbyterian Homes to fund 50% of the stormwater management that exceeded regulatory requirements.
Funding
Project Cost: $294,830
MCWD covered 50% of the stormwater management at the Promenade in Wayzata. Presbyterian Homes funded the remainder of the project.
